A Georgian notary can certify your power of attorney, your signature on an application, a property purchase or a translation whether you live in Tbilisi or are visiting for a week. You do not need a residence permit or a local ID: a foreign passport is enough. Two things do change for foreigners: any document in a foreign language must be translated into Georgian and the translation notarized, and the notary must be sure you understand what you sign, so an interpreter or a bilingual text is often needed. Fees are the same at every bureau in the country.

What a notary does in Georgia

Georgian notaries are licensed private professionals supervised by the Notary Chamber; their acts are registered in a national electronic registry and are accepted by banks, the Public Registry (property), the Service Agency (cars), courts and consulates. The most common acts for foreigners:

• Power of attorney: for a Georgian representative to buy or sell property, register a company, deal with a bank or the tax office.
• Signature certification: on applications, consents, declarations, bank and immigration forms.
• Certified translation: the notary certifies the signature of a licensed translator on a Georgian translation of your passport, diploma, marriage certificate or corporate documents.
• Property deals: sale, gift or mortgage of an apartment; authorised bureaus file the registration with the Public Registry themselves, so you skip the Public Service Hall.
• Copies: certified copies of your passport or diploma for Georgian institutions.
• Wills, marriage contracts, loan agreements, company share transfers.

What you need to bring

1. A valid passport. Georgian notaries identify foreigners by passport; an expired passport or a driving licence will not do. For the Public Registry and banks you will also need a notarized Georgian translation of the passport (a one-page document: 6 ₾ + 5 ₾ plus the translation).
2. Georgian translations of any foreign document you rely on: a foreign power of attorney, a marriage certificate, a company extract. Documents issued abroad must also carry an apostille (Hague Convention countries) or consular legalization before they are translated; see apostille or legalization (Georgian).
3. The facts of the act: who is authorised, for what, for how long; the cadastral code of the property; the company ID number.
4. An interpreter or a bilingual text if you do not read Georgian: the notary must explain the content to you and will note in the act how you understood it. Many Tbilisi and Batumi notaries handle this in English or Russian; call first.

What it costs

Fees are set by Government Decree No. 507 and are identical at every bureau; only VAT (18%, charged by VAT-registered notaries) and drafting fees differ. A registry fee of 5 ₾ is added to every act except certified copies.

Doing it from abroad

If you are not in Georgia, a power of attorney for a Georgian representative is the usual tool. Two ways: at a notary in your country, then an apostille (or legalization) and a notarized Georgian translation in Georgia; or at a Georgian consulate, where no apostille is needed. If you hold a Georgian electronic ID card, a Georgian notary can certify the document online by video call for 60 ₾ (90 ₾ for a company). Foreign passport holders cannot use the online service, because identification requires a Georgian ID.

Finding a notary that is open

The directory lists all 283 bureaus from the Notary Chamber with hours, phones and a live "open now" status computed in Tbilisi time with breaks and public holidays. Useful lists: notaries near you, open on Saturday, evening bureaus in Tbilisi, near the metro, bureaus that file with the Public Registry. The Chamber list does not state languages, so call ahead and ask whether they work in English or Russian.
